This study aims to provide a brief diagnostic review of the current situation regarding urban transport in Baku, assessment of service quality in urban passenger transport system, analysis of factors affecting the waiting time, as well as regularity and security factors, suggestions on existing problems and possible solutions. The main objective of the study is to review the current state of the Baku trans-port sector based on existing statistical data, to identify key issues that prevent the formation of a urban transport system, which is efficient in terms of quality of service and users' opinion, provides less costly and strategies and options that promote an energy-efficient system. This study has been modeled and taken into account considering the physical conditions of the standard requirements for routes, routes and stops, as well as the impact of reliability and passenger information systems in urban bus routes.
