Heat supply systems of settlements are among the largest consumers of fuel and energy resources, which calls for optimizing their structure according to the criteria of energy efficiency and environmental safety. The article proposes a comprehensive mathematical approach to the ecological and economic selection of heat supply systems based on fuzzy logic theory and linguistic variables. A hierarchical model for assessing the influencing factors has been developed; it takes into account the physicochemical properties and cost of fuels, the efficiency of heat generation and heat transportation systems, as well as the specific emission factors of pollutants (CO2, NO
