Abstract

In the article, a general but different aspect analysis of the current use and development 
challenges within the context of Baku's historical urban heritage was made. In the research process, 
the areas of Baku city that are important from the point of view of history, architecture, urban planning 
structure, landscape, functionality or public memory, but which are not directly considered the 
historical city center, were taken as a basis. Although some of the mentioned areas do not meet the 
requirements of modern utilization or are seen as a limitation in future urban development, 
considering that each of them has its own unique identity, the possibility of turning this identity into 
a tool to ensure special approaches in the potential development of those areas was noted. As a result 
of the analysis, proposals were put forward on ways to integrate historical heritage areas into the 
development of the city. In conclusion, it is noted that the historical context and the new development 
can interact and the need to apply a special, objective and multifaceted approach to mutually 
strengthen their role.
