This paper discusses the legal framework, rapid assessment methodologies, and regional seismicity concerning existing reinforced concrete (RC) buildings under earthquake risk, with a specific focus on Samsun Province. Given Türkiye’s high seismicity, identifying vulnerable structures prior to a catastrophic event is a matter of public safety. This study highlights the necessity of first-level seismic risk assessment methods and argues for the prioritization of public buildings. Furthermore, the geological and seismotectonic characteristics of Samsun and its districts are analyzed alongside historical earthquake data to contextualize the regional risk.
